I see the City Council has finally imposed a curfew on the youth of this city. It's about time they were given some discipline. Those that follows the rules have nothing to fear--it's only the lawless, unruly ones that have reason to be upset.

Perhaps if they behaved, such a thing wouldn't be necessary.
